Russia’s State Duma — the lower house of the Russian Parliament — is reviewing regulation, to possibly legalize cryptocurrencies.

The State Duma’s financial market committee head Anatoly Aksakov told Bloomberg that more crypto-friendly law drafts are under review. He said that those drafts are expected to soon gain approval from senators in the Federation Council and then become law after approval by President Vladimir Putin on Sept. 1. He said:

Previously, there were fears that the legalization of cryptocurrency could create problems for the development of the domestic market. […] However, cryptocurrencies are an objective phenomenon and cannot be ignored.”

Russia to avoid sanctions with crypto?

Russia’s change of stance on cryptocurrencies follows mounting United States pressure considering the imposition of secondary sanctions on foreign banks.

Despite crypto payments being currently banned in Russia, Putin recently told local officials that cryptocurrencies “are increasingly used in the world as a means of payment in international settlements.” He also suggested that for the nation “not to miss the moment” to regulate crypto.

The new regulation would treat crypto usage in Russia the same as foreign currency usage, according to Aksakov. Crypto analyst Ani Aslanyan told Bloomberg that local authorities are in a hurry hoping that cryptocurrencies will improve cross-border transfers.

Still, the United States is likely to attempt to block Russia’s attempts at sanction evasion by monitoring and targeting crypto services and companies. Furthermore, the laws won’t completely liberalize cryptocurrencies.

Aslanyan noted that only large exporters are likely to meet the conditions for legal crypto usage, leaving small and medium-sized businesses behind. For instance, transactions will reportedly be restricted to those who have mined the coins themselves.

While Russia is looking for help in its defiance of Western powers in crypto, blockchain technology has stung the nation very recently. As ReadWrite reported back in May,  following Vladimir Putin’s dubious victory in Russia’s recent presidential election exiled opposition leader Mark Feygin is spearheaded an initiative to enable Russians to anonymously register a “protest vote” against Putin using blockchain technology.

Mortal Kombat developer NetherRealm Studios made some big announcements at San Diego Comic-Con over the weekend. Much to fans’ delight, animalities are making a comeback.

First appearing in Mortal Kombat 3 (1995), animalities are when characters transform into animals to finish off the fight. Gory teaser footage revealed on Saturday includes a hyena, a scorpion, a gorilla and even a T-rex skeleton decimating their opponents.

The inventive ways of killing don’t stop there. A giant praying mantis bites off a fighter’s head and then rips them in half. A pufferfish even fills up with air inside someone in a particularly bloody ending. With an animality for every playable character confirmed fans are already speculating who will transform into each creature. Some are easier to guess than others, with Scorpion clearly going to be a scorpion.

This update will be free to all players of Mortal Kombat 1. The additional Khaos Reigns DLC, which was also included in the trailer, will be released on Sept. 24. It is available for pre-order now for $49.99

New Mortal Kombat 1 characters

Other announcements from NetherRealm Studios at Comic-Con included the Khaos Reigns story update. This will follow on from the plot of the Mortal Kombat 1 base game. Classic characters from the franchise like Noob Saibot will be given new backstories in the fight against villain Titan Havik, as was leaked earlier this month.

All of the leaks have been confirmed to be true after reputable Mortal Kombat leaker thethiny revealed the three new characters (Noob Saibot, Cyrax and Sektor) and the animality gameplay would be available in September.

If that wasn’t enough for fans, the trailer showcases even more characters from pop culture. Ghostface from the Scream franchise, T-1000 from Terminator 2 and Conan the Barbarian will all be playable.

Earlier this year The Boys’ Homelander joined the Mortal Kombat universe, as well as Peacemaker from Suicide Squad.

Graphic design platform Canva has acquired Leonardo.AI in a bid to expand its generative AI capabilities.

Running since 2012, and now with over 100 million users, Canva is used as a graphic design platform by both individuals and companies. While it had introduced some of its own in-house generative AI tools with a text-to-image generator, it seems the company is keen to expand on those possibilities down the line, if its recent acquisition is anything to go by.

Australia’s largest privately held technology company announced it had struck a deal to purchase the fast-growing Leonardo.AI, a generative AI platform, on Tuesday (July, 30) This would boost Canva’s AI capabilities ahead of its IPO, expected to happen sometime in 2025. No financial terms of the acquisition have yet been made public.

What is Leonardo.AI?

Founded in December 2022, Leonardo.AI is a relatively new company even for the AI space. The company raised $47 million of local Australian investment in Australia last December, featuring investors like Blackbird Ventures and Side Stage Ventures.

Leonardo.AI boasts 19 million users and is effective enough to compete with big names in generative AI like Midjourney and OpenAI’s Dall E. It was already in the process of raising more funding in a second round before accepting the Canva acquisition.

It’s thought that Leonardo.AI co-founded and CEO JJ Fiassion met Canva co-founder Cliff Obrecht through Blackbird Ventures, with a meeting taking place between the pair of them earlier this year. A major appeal for the acquisition was when Leonardo.AI revealed Phoenix, its own foundation AI model.

The model prides itself on responding to long detailed prompts effectively, creating coherent text (something lots of generative AI tools struggle with), and rapid on-the-go editing using short-form phrases and prompts. This blends well with Canva’s streamlined approach and would likely be easy to incorporate into the graphic design platform alongside its tools. There’s no confirmation from Canva that this is the plan but it seems a likely reason for the acquisition, particularly as competitors like Adobe are ramping up generative AI tools.

The New Zealand Government has announced proposals to regulate online casinos, with the new system to be “in place from early 2026.”

In a statement on the government’s website, Minister of Internal Affairs Brooke van Velden said the government had “agreed to a high-level approach to regulating online casinos designed to minimise harm, support tax collection and provide consumer protections to New Zealanders.

“This is not intended to increase the amount of gambling New Zealanders do but to ensure operators meet requirements for consumer protection and harm minimisation, as well as paying tax,” van Velden continued.

She clarified that only a limited number of licenses will be allocated via auction, each lasting three years and being conditional on meeting regulatory requirements.

The minister explained that licensed gambling operators will be allowed to advertise, which is currently prohibited, but with strict limits. However, sponsorship by online casinos will remain illegal.

“There will be a licencing system for online casinos, where operators will need to comply with a set of criteria before they will be able to offer services to New Zealanders. It will be illegal for unlicensed operators to offer services to New Zealanders,” she said.

The Department of Internal Affairs is expected to be the main regulator of the new system. Van Velden said: “I expect the new regulatory system to be in place from early 2026 and the public will have the opportunity to provide feedback during the Select Committee process.”

She added that further details regarding the regulation will be announced later this year.

Response to New Zealand’s online casinos regulation

New Zealand-based gambling and entertainment company, SkyCity Entertainment Group, commented on the initiative, saying that it remained “supportive” of any regulation.

In a statement, the firm said: “The SkyCity Entertainment Group remains supportive of the regulation of online casino gaming in New Zealand with an emphasis on strong host responsibility and delivering community benefits in New Zealand.”

A former Rockstar Games developer has said that recent leaks about Grand Theft Auto 6 were not a big deal, despite it being one of the biggest data breaches in the history of the games industry. In a recent interview with San In Play, San Andreas developer Obbe Vermeij blamed the reaction on the company’s policy of remaining secretive about the game.

Vermeij stated that the September 2022 leaks “are usually not as important as people think.”

Notorious hacking group Lapsus$ caused nearly $10 million in damages to the affected companies. An 18-year-old hacker, Arion Kurtaj, was sentenced to an indefinite hospital order after releasing 90 clips from the highly anticipated GTA 6.

He managed to breach Rockstar’s internal systems and threatened to release the game’s source code unless contacted by the company. Remarkably, he carried out the hack while under police protection and without his usual tools, using an Amazon Firestick, a hotel TV, and a mobile phone.

Why Rockstar has been quiet about GTA 6

In response to the leak, Vermeij said: “It’s just because there are millions of people waiting for any news, and Rockstar doesn’t give them any news.” The developer has spent the past few years revealing details about the making of the studio’s previous games.

While he explained that he can “totally understand” why studios generally never divulge information about their games, he added that “their best bet is just to be quiet. That’s what they’re doing. It’s a shame it’s gone that way, but it’s not just their fault.”

The ex-GTA 3 developer continued, saying that studios tend to behave this way “because whenever a big company says anything, whether it’s Rockstar or EA or Ubisoft of whatever, it gets analyzed and it often gets run negatively.”

Rockstar Games reported substantial financial and operational impacts due to Kurtaj’s actions, including a recovery cost of $5 million and extensive staff hours.

GTA 6 is expected to be released in fall of 2025.

AI-powered scanners in New York have received a mixed response from New Yorkers as a potential lawsuit looms.

Launched on Friday, July 26, a pilot program in New York involved using AI-powered scanners to prevent people from taking weapons into the subway system. However, some New Yorkers are critical of the idea, including civil rights advocates who claim that the searches are unconstitutional.

The Evolv scanner uses AI to search for guns and knives and was on display at a subway station in lower Manhattan. Mayor Eric Adams announced a three-day trial, calling the newly installed scanner “good technology.”

“Would I rather that we don’t have to be scanned? Yes,” Adams added. “But if you would speak to the average subway rider, they would state that they don’t want guns on their subway system, and if it means using scanners, then bring the scanners on.”

The scanners are still in an experimental phase but have been used before at baseball stadiums and other venues. In this pilot scheme, a small number of New York subway stations will have scanners employed, with only a select number of riders asked to step through them. New York has not yet signed a full contract with Evolv, with Adams highlighting that other companies are welcome to pitch their own gun-detection solutions.

When the six-foot-tall scanners detect a weapon, an alert is sent to a tablet monitored by a pair of NYPD officers. While everyday items like phones and laptops shouldn’t set off the scanner, Fortune reported that a reporter’s iPad set them off on launch day.

How have New York locals reacted to the scanners?

Civil liberties advocates have been quick to protest the AI scanners, with both the New York Civil Liberties Union and the Legal Aid Society claiming that they would sue the city if the technology is rolled out widely. It’s claimed that the technology violates the constitutional rights of riders.

“City officials have admitted that these scanners are primarily to combat some riders’ ‘perceptions’ that they are unsafe on the subway — this is not a justifiable basis to violate the Constitution,” NYCLU attorney Daniel Lambright told Fortune.

Evolv CEO Peter George has even stated that the New York subway is “not a great use-case” for the technology, as reported by the Daily News. What’s more, the company has also faced many lawsuits and federal investigations in recent years, telling investors last year that it was contacted by the Federal Trade Commission. This includes a class-action lawsuit that accuses Evolv executives of overstating the devices’ capabilities.

Another concern stems from risks around AI safety, with leading AI companies themselves highlighting concerns around safety in artificial intelligence. If such models fail when it comes to detecting real-world weapons, this could quickly lead to dangerous situations.

Logically, for the scanners to be effective, they would need to be installed at every subway entrance, which would presumably result in a hefty cost for the city. It remains to be seen what comes from this pilot scheme and its effectiveness.

This isn’t the first time that the NYPD has employed AI in the subway system, also using learning models to catch fare evaders in 2023.

Instagram is rolling out AI Studio, a feature that allows users to create AI versions of themselves to share online.

Starting with a gradual rollout in the US, Instagram Creators will soon be able to create and share AI characters, including digital versions of themselves, parent company, Meta announced on Sunday.

There is a range of prompt templates or you can start from scratch to create an AI character based on various interests and hobbies.

Some early examples that Instagram has shared in action include a foodie character that offers tips for embracing local dining habits while traveling; a pro photographer with lens tips, and a dog that tells people positive affirmations.

Creators could also use these AI versions of themselves to answer common questions, reply to DMs, or promote certain types of content, like linking to favored brands and past posts. You can specify topics to avoid or focus on via the professional dashboard in the Instagram app and define who the AI replies to. Those responses will be clearly labeled as being from AI when received by followers.

How to use Instagram’s AI Studio

AI Studio is already available to some users in the United States via the desktop version or the Instagram app. In the app, you need to start a new message and then click ‘Create an AI chat.’ If that option isn’t there, it might not be available to you as a feature just yet.

Either starting with a given prompt or from scratch, creators can customize the AI character’s name, personality, tone, avatar, and tagline. Meta has created a step-by-step guide with details on how to get the most out of the new AI-powered feature. Once live, you can continue to fine-tune the character in the backend even after it’s started to interact with followers.

It remains to be seen whether this new feature will be better received than Meta’s past AI offering, which drew criticism for being ‘useless.’

Some Xbox One consoles are reportedly not fully functioning after a recent failed system update.

Not every unit from the original launch in 2013 is thought to be impacted but the error has been found on both new and used Xboxes with firmware from 2017 and 2018.

Users are advised not to reset their consoles as this would require another update on startup and render it unusable until there is a fix.

Consoles that have not been reset can run the dashboard and disc games but not anything that requires an internet connection, including Xbox Live.

Members of the gaming forum NeoGAF began posting about the issue earlier this month. One user said their friend had purchased an unused Xbox One console and that it continuously encountered errors on setup. They feared that Microsoft had disabled the servers for the day one update.

Microsoft has been informed of the Xbox One issue

Tech reviewers at Digital Foundry have found that the error stems from the older firmware connecting to Xbox Live. They have also alerted Microsoft to the issue and are “confident” that it can be fixed. A file from a firmware update after 2018 is reportedly needed to successfully complete the update.

Despite this, many in the industry have raised wider concerns about what it means that consoles can just stop working suddenly. For consoles that don’t require an internet connection, they can be plugged in and enjoyed whenever the player feels like it.

But with games being available solely online becoming even more common, the Xbox One problem is worrying development for the future of game preservation.
